The 3rd best-performing governor in Nigeria for 2025 is Dr. Alex Otti, who scored 65% in the IIAA Governance Ranking. He also emerged as the number-one governor in Nigeria for Infrastructural Development. Governor Otti led the entire country in Capital Spending Per Resident in 2024, spending ₦137,253 per person on capital projects—the highest among all 36 states.

He also ranked first in the 2025 Capital Spending Priority, meaning Abia invested more in long-term development than in basic operating costs (with a CapEx prioritization ratio of 0.30). His strong commitment to infrastructure has resulted in the highest per-capita development investment in Nigeria. Governor Otti has also pushed hard to attract investors through technology summits and infrastructure upgrades, helping to create jobs. He intensified reforms in tax collection and efficiency, leading to a massive increase in non-tax revenue and a 57% rise in tax revenue for Abia State.
