5th: Best-performing governor in Nigeria for 2025 is Mallam Abdulrahman Abdulrazaq, who scored 63% in this year’s IIAA Governance Ranking Index, emerging as the 5th best governor in the country. He is recognized for high fiscal transparency and fair resource management. The governor has shown strong prioritization and sectoral infrastructure excellence. Kwara State has demonstrated exemplary capacity to prioritize capital expenditure (CapEx) in the state budget and achieve excellence in key areas of infrastructure. Kwara also showed strong momentum, securing 3rd place in the overall fiscal ranking. The state’s strategy involved a 121.88% increase in capital expenditure, which accounted for approximately 65% of its total budget.
This performance is seen as a model of “disciplined evolution,” indicating that fiscal prudence is achieved through sustained, multi-year governance reforms rather than sudden policy changes. Kwara State has also achieved significant structural improvement by reducing its debt-to-revenue ratio from 83.28% to 41.25%. This strong debt management reflects a robust commitment to sustainability and fiscal health, which is essential for long-term governance integrity.
