The 2nd best-performing governor in Nigeria for 2025 is Dr. Peter Mbah, who scored 67% in the IIAA Governance Ranking to take the second position. Governor Mbah is a strong supporter of local government autonomy, just like his Lagos counterpart. Enugu State is noted for giving local governments more financial freedom, which has helped them improve internally generated revenue (IGR), upgrade infrastructure, and reduce poverty.

He is also a national leader in using technology for transparency and public access to information. Governor Mbah is ranked Top 3 on the 2025 E-Governance Performance Index (CGPI). Enugu is one of the few states that openly shares project information, financial data, and operates active feedback channels for citizens. Governor Mbah is also committed to security, investing in modern security gadgets and monitoring systems to improve the protection of lives and property in Enugu State.
