The 15th best-performing governor is Prof. Babagana Umara Zulum, scoring 54%. Governor Zulum is known for massive urban rebuilding in Borno State, while security challenges continue to limit rural resource allocation. His initiatives focus on stabilization, rehabilitation, and resettlement, recognizing that security is tied to rebuilding a stable society after the insurgency. Following an extremist attack in Kirawa, the governor approved the construction of a hospital, water facilities, and other vital infrastructure, addressing the social and economic gaps caused by attacks. Governor Zulum has strengthened local self-defense through the Civilian Joint Task Force (CJTF), and continues to visit frontline military bases to support armed forces and encourage intensified counter-insurgency efforts. He continues over 1,200 legacy projects, including the construction of 30,000 model houses, schools, and healthcare facilities, facilitating the voluntary return of over 1 million people to their ancestral homes. These efforts help stabilize communities, reduce reliance on IDP camps, and prevent re-radicalization.
