The best-performing governor in Nigeria for 2025 is Mr. Babajide Sanwo-Olu, who scored 77% in the IIAA Governance Ranking, placing him at the top of the national list. He also ranked number one in Workers’ Welfare and in Effectiveness and Efficiency. Governor Sanwo-Olu was recognized for providing a balanced and sustainable welfare system for workers in Lagos State. Although Lagos did not pay the highest minimum wage, the state showed strong financial stability, paid workers consistently, and offered long-term benefits such as a 13th-month salary. This made Lagos the most reliable and supportive state for civil servants in 2025
