“Union Freedom vs. Business Growth: Should PENGASSAN Be Allowed to Force Private Refineries Into Its Union?”

Statement by Initiative for Integrity Award in Africa (IIAA)

The Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) compelling Dangote Refinery staff to join its union is deeply concerning.

Union membership should remain a matter of choice, not coercion. For example, the Academic Staff Union of Universities (ASUU)—an umbrella body for university staff—cannot impose membership on private university lecturers at institutions such as Covenant University.

If PENGASSAN continues this path, the implications are severe:

  • It risks discouraging private investment and new refinery projects in Nigeria.
  • It undermines freedom of association, a core democratic principle.
  • It could stifle innovation and growth in the oil and gas sector.
  • For the sake of sustainable growth in Nigeria’s petroleum industry, we call on the Federal Government to take urgent steps, including considering the proscription of PENGASSAN’s coercive practices.

    IIAA stands for integrity, fairness, and a balanced environment where businesses and workers thrive without fear of forced allegiance.
